Lic Housing Finance Indore — High interest rate after decreasing of rapo rate by rbi for old customer

Sir I have taken a loan on 29 July 2009 Amount rs 3, 96, 537.00 under floating rate of interest for ten yrs. but after completion of five yrs, instead of charging floating rate as per market rate i.e.9 to 9.5 % but lic hf is Charging 12% ie. 2.5%extra even after decreasing of rapo rates by RBI.Please do the needfull to fix actual ROI as per RBi norms.
