Life Insurance Corporation of India [LIC] — emi started even before hl cheque issued

I have taken loan and the lic agent has not provided any payment receipt of franking, search report, pmay and processing fees. Emi was deducted even before cheque was given to me.
Now there is no response from agent and 1st level manager from jogeshwari office. Need advice as i feel such people should be punished for not doing their duty and eating money.
