Lucknow Nagar Nigam — Illegal car parking causing traffic violation

Car UP 32 GF 9903, is being parked on road since a month now . It is parked during the peak hours as well as in the night. The owner of the vehicle stays at a distance but parks his car on this road. He just comes to clean his car but leaves his car parked here.
This causes traffic hindrance to the ongoers at this road as the road is narrow.
