Madurai Kamaraj University — Delaying my marksheet and provisional certificate

Completed my graduation finals in 2021. After Repeating my exams all 3 year exams twice, just because of the universitys weak exam models. Yet haven't recieved my consolated marksheet and provisonal certificate after 1.5 years. Unreasonal excuses have been told just to cover the delay. Visited madurai kamaraj university twice in 6 months yet no help was provided by them. Time and job opportunities has went down the drain.
