Mahadiscom / Mseb / Msedcl — i am billed full, in spite of the "non use" application given in advance

I had given an application of non use from 21 july 2018 to 8 jan 2019 as i am in usa.in early july. And also paid some deposit.in spite of the application, i am getting regular bills of average consumption although my residence is locked from[protected].
Please bill me as non-use, minimum amount. Please confirm that i am billed non use and not the regular "meter locked" average bill.
