Maharashtra State Road Transport Corporation [Msrtc] — conductor not available for bus hence denied trip

I tried to board a bus from centre point, Lonavala. Bus was half vacant. But the driver denied saying that he cannot take any passengers as there is no conductor for the bus. I have attached an image for the bus number. Public transport are for citizens, and if there is no conductor for a bus then higher authorities should look after such issues or find alternate ways.
