Maharashtra State Road Transport Corporation [MSRTC] — Driver and conductor refusing to be seated on seat besides the driver which is in driver's cabin

Sir,
Today i'm travelling by bus from tiroda to yawatmal.
Bus no. Mh 40 y 5313
Both driver and conductor is not allowing me to sit on the seat which besides the driver seat.
I'm talking about the seat which in driver's cabin.
I do daily up down bhandara to nagpur.
Conductor is saying that no one is permitted to sit there.
So i want to know is there any such rule there.
If not then please take proper actions.

And now in picture you can see conductor himself is sitting there.
