Marks And Spencer — disappointing service at outlet

I have visited marks & spencer outlets across the world.. Pretty impressive service... But the customer service in the chandigarh outlet (Based out of elante mall) was highly disappointing and frustrating. The customer service policy says a product can be exchanged or refunded with 35 days provided we submit original bill. The manager (Amit singh) was simply rude and point blank to the extent that he said "we cannot exchange your product as there is no quality issue that we see"
I purchased a particular item... Tried 2 sizes... By mistake, the cashier handed over the wrong size to me... I went back the next day to get the size exchanged... After using the product, i realized there is some quality issue... The manager refused to accept it... And categorically said there is no quality issue.. Hence cannot be exchanged... When i proved to him by wearing the particular cloth item, he was convinced... But declined to refund my money saying he does not have powers to refund... How can the store head decline like this? He says the product has already been exchanged once.. Now it cannot be refunded... Either take some other product.. Or take credit note... My question is... Why? Why is a customer being forced to buy when your policy simply says "refund or exchange"... The manager said "pls contact our customer care dept as we cannot do anything"
