Mayur Vihar Transport Department — Two wheeler RC

This is to inform you that I made request and paid the amount at Mayuri Vihar transport office for transferring the ownership of two wheeler from Swati Barra to Paras kumar on 19th July 2019. I was told that I would get my new RC at my home by post. Now you can see still I am waiting for it. The office phone is received by anyone. First there was lockdown period and secondly I fell ill so I couldn't visit Transport Authority as it is far from my house. Few days back I was been fined because of having no RC. I showed him receipt but the Police officer did not agree. Now I am supposed to appear in court to get my License back. This is my mistake if the authority has not sent my RC. Even on the website the wheeler is still on the previous owner. Why should I pay penalty to court for which I am not guilty.
