Meeshicollection — Payment done online but order hasnt fulfilled. Site is down.

I had ordered a Novelty item order no #1128 from meeshicollections worth ₹750 but the order was never delivered. After a couple of days the site went down. This is daylight robbery and i dont understand why does shopify allow such cons on their website. Have raised a complaint in Myshopify (ticket no[protected]. Awaiting their response.
