Milky Mist — Butter products

I purchased a milky mist butter packet and I opened it after a week
It is full of fungus
Even after storing it in less than 1°c in my fridge (reliable upto 5°c for 12 hours with no power)
Today morning I opened the butter packet
It is full of fungus my wife and children were suffered with diaorea
I need an explanation of not am going to complain to an food security officer
