Mobile Recharge — Payment done to College but not recieved by them . Amount deducted from bank. Want refund ASAP

The payment took place in parts with the first amount being Rs 10000(default by the website). I paid the 10k through the Tech process but I did not receive any receipt from the website and it redirected me to the login page. For the second time it was again showing the amount to pay was Rs 10000. I went for the payment 2nd time also ( As the total amount to be paid was 22k). This time I did not receive any receipt and was redirected to the login page again. When I logged in again it was showing that the due amount still to be paid was 22k whereas I already paid 20k(deducted from the bank). Also the payment history section of the website is showing no transaction.
Now i need a refund of 20k which i have not got till now.
