Mr.arvind — house owner not returned the deposit amount

I was staying in amudha nest, sithalapakkam, chennai, where mr. Arvind is the house owner. I paid rs.40, 000/- deposit amount when entered the house in 2017. I vacated the house on 14th february, 2019 as he said his brother is coming there. I have deducted 2.5 months rent from the advance amount and there is rs.17750/- is pending to be given by him. Suddenly he sent a message that he will deduct rs.5000/- for cleaning and pay around rs.13000/- on 5th march 2019. I requested him is for cleaning rs.5000/- is excess and even we dont have any rental agreement suggesting he will deduct that much amount. He didn't reply and he didn't pay me till date. He sent a whatsapp msg from another number telling the house is damaged too much and hence he is not returning the deposit amount. He has started to cheat me. He is not picking up my call also.
