MSEB — Unable to change name on Utility Bill

Hi, I am Poonam Thadani . My parents bought house from owner 20 years ago . We are getting utility bill by previous owner name . My dad tried to get in touch with many people to change the name but no one helped us. Now my dad passed away 2 years a go . I visited to Electricity office & collected all require documents to change the name while submitting they denied to collect those documents stating that name change is not possible in our area. I did not understand the issue why they are saying like this . We have requested a lot but no one helping please some can look into this matter to help us . Please reply back ASAP ..
