Mumbai Traffic Police — complaint issue to wrong person and cellphone number

I got a message for echallan - mumcm[protected] this echallan details of the vehicle mentioned with evidence is for an activa. I don't own an activa. Registered is also not mine. Why did i receive a message at the first place where vehicle owner should be accountable.??? Cellphone xxxxx12121

Echallan message to different person in error this crime cant be accepted. Amount is 200 for parking in no parking zone. What if the crime is an accident and for that matter how can system send sms to incorrect person???
Big question mark on the system and then authenticity of the crime and person held responsible.
