Mumbai University — Not received duplicate result and Degree certificate after stipulated time

I have applied on 8th sep 21. And stipulated time to get duplicate results and degree certificate was 30th sep 21 but on 29th sep I visited mumbai University, and I was surprised by the ans that they have not received my application. And after receiving application on their desk it will take more 15-20 days. What is the use on online system if concerned officer don't get applications. I need results and certificate urgently to be submitted at my job place without it they are not ready to onboard me. Also to appeal portal is asking details of the officer and contact details. How applicant supposed to know if we are applying online.
