Municipal Corporation Amritsar — Destroying Personally made footsteps of shops

In order to close the sewage lines, why are we destroying the footsteps made by us where a person after paying taxes, from his savings has constructed the same.
If any such things we are doing, why government is not taking responsibility to make it again.
Why owner will pay again to get it reconstructed.
