Municipal Corporation Of Delhi — complaint for misuse of stilt parking in kamla nagar delhi

I am resisdent of 124-d, kamla nagar, delhi-110007.
Here the owner of 2nd floor, mr. Manju gupta has done some illegeal and unethical construction in the stilt parking and it is locked ever since it is made in the general parking area. Also she claims that it is her personal area which she uses as some kind of store or something.
Also it occupies a considerable amount of space which could be used to park motor vehicles.
Also there is a gate at the backside of the stilt parking of the building, which is locked ever since we have shifted here (Approx. 3.5 years), they have the key which once their sevant told me but they do not give us the keys.
