Municipal Corporation Of Delhi — creating new unauthorized sevage

Sir, owner of q 2 flat prasad nagar phase 2 new delhi 110005 has constructed toilets where no sevage is provided by mcd. He intends to create new sevage on mcd land provided around the flat. This will bring fowl smell around the area making impossible to use our balcony which is above the new created sevage system. Please look into the matter and save us from the fowl smell. We both husband and me are senior citizens.
