Municipal Corporation Of Delhi (Mcd) — MCD not giving information on how to obtain 1979 birth certificate

I am a British person in Pune trying to find out the procedure and requirements to obtain my Indian husband's birth certificate dated 1979. I called your customer care no. for who to contact to speak to. I was given the wrong no. and a number on which no one answers. On calling again i was 'told off' and told that i have to physically visit office 111 to find out and that they cannot help any further and the phone was put down. I simply wish to know what the procedure is and what documents are required for us to bring when we actually come to Delhi from Pune. To a simple enquiry i have received a very rude and unhelpful response. Please could you direct me to a person of office that can advise me.
