Subject: Violation of Rule No. 144 of GFR-2017 by Municipal Corporaon of Greater Mumbai-Central Procurement Department corrupt officials in the Procurement Process.
Reference : MCGM Bid No. [protected] dated 14-June-2023 for supply of Raincoats And Umbrellas to Student of Education Department of BMC
With high regrets, I hereby bring to your kind knowledge certain illicit practices that have been observed in the procurement process at Municipal Corporaon of Greater Mumbai, specifically
pertaining to the e-procurement bid No. MCGM Bid No. [protected] dated 14-June-2023 for
supply of Raincoats And Umbrellas to Student of Educaon Department of BMC.
It has come to my attention that the Central Purchase Department (CPD) has specifically
mentioned “SUN”, “STAG”, “MOTHERLAND” & “E SERIES” brands o[censored]mbrella in the tender documentation, which is a direct violation of Rule No. 144 of the General Financial Rules-2017.
According to this clause, the procurement process should not include any reference to a specific brand while conducting e-procurement of products. (I attach the documents for your
ready perusal.)
Regrettably, the inclusion of the particular brands o[censored]mbrella in the tender appears to be an attempt to favor certain bidders illicitly. This blatant act raises concerns over the involvement
of personal financial gains of certain officials associated with the Central Purchase Department within MCGM.
I wish to bring to your attention that in India, there exist several reputable brands o[censored]mbrella, which not only offer superior quality but are also priced significantly lower than the four brands specified by the CPD Department in the tender. This apparent favoritism towards specific brands represents a misuse of taxpayers' funds to benefit the financial interests of the
involved MCGM-CPD officials in collusion with manipulative bidders.
I firmly condemn such practices and insist on an immediate re-tendering process that is carried out in a fair, transparent, and genuine manner, with strict adherence to the General Financial
Rules-2017. It is imperative that the procurement process be conducted in an unbiased and equitable manner to ensure equal opportunities for all potential bidders.
I kindly request you to investigate this maer promptly and take appropriate actions to rectify the situation. Restoring the integrity of the procurement process is vital to uphold the principles
of accountability, transparency, and ethical conduct within our esteemed organization.
I unequivocally state that if the mentioned tender is published & no strict disciplinary actions taken against the involved MCGM-CPD officials & the involved bidders, I will escalate the
maer to The Central Bureau of Investigation- N. Delhi & The Enforcement Directorate-N Delhi.

concern.
