Municipal Corporation Of Greater Mumbai — Money debited successfully but bill not paid error nor money refunded

Respected sir,
My bank is refusing to refund since the transaction was successful from my bank and mcgm accepted the payment but online it showed error so nor my bill got paid nor I got refund for my water bill paid online that showed error on screen on 19th nov and so many times of complaints yet have not recieved refund. Please kindly help. When will you help or do something I have submitted written complaint physically in mcgm, andheri and sent email about the complaint but nothing is being done.The amount was accepted by mcgm and not recognized for respective bill in 19TH NOVEMBER 2020 and today is 12TH AUGUST 2021. Please help please. I am tired of complaining everywhere.
