Municipal Corporation Of Jaipur — cleaning/ garbage picking

In my colony, there is a empty plot where people through garbage and when we ask them not to do so, they do not listen. Despite of regular request nobody want to walk for few meters to though garbage in dust bin placed by Govt.

Secondly we not get any garbage picking vehicle nor cleaner in our colony. Whenever we ask for cleaning, we are bound to pay some fees/ amount to keep my house front clean. This colony is Approved by JDA.
Please help in both the above cases.
