Municipal Corporation Of Jaipur — unhelpful/no good employee

The employee that comes along the vehicle everyday is of no help. She always refuse to help me dump the trash in the vehicle.
Today she was not only being rude but completely refused to even touch the bag of garbage. It was too heavy and i asked for her help and she stood there making excuses and asked me to get someone from my house to help me and claimed that this is not part of her job. What’s her job then? Walking along the vehicle?
