Municipal Corporation Of Kanpur — sewer line problem with neighbour

I am a resident of kanpur, the neighbour of my house has not given his sewer line connection for his main pipeline. The water from his house gets accumulated outside my house and gets degraded creating bad smell also other people of this area blocks up water so it is not able to flow further. Please my complain against my neighour who is responsible for this.
