Nagar Ayukt Lucknow — closing complaint without attending

Sir,
I registered complaint regarding street light on 3'rd. Of november, docket no 406992.
After eight days i called the jr. Eng and asked about not attending the complaint then again after 10 days i asked again.
To my surprise after 11days i received the message informing that complaint has been resolved.
This is not the first time that complait docket closed without attending.
