Nagar Nigam Bhopal — street light & road cleaning

I, robindra shanker roy r/o sp-18, shirdipuram, near ondoor store, j. K. Hospital road, kolar, my complaint is about the street lights in our colony which are out of order since last 2-3 months. I have made several complaints on maharajah help line even but action is taken by the concern officer but i was informed over phone by the attendant after 2 days from my complaint that our colony is a private colony hence no action can be taken by nagar nigam.
Regarding complaint of safai on colony road the same answar was given, we are forced to get clean road & near by area of our house by paying rs.100/month.
My question is if we are residing in a private colony, then why we are paying property tax to nagar nigam?, till date lights are not repaired.
