Nagpur Municipal Corporation — garbage mess in my flat

I live in nagpur, (Trimurti nagar - area) at 4th floor.
The residents at 3rd floor throw the garbage outside their door.
This makes the place unhygienic and attracts diseases.
Even after repeated reminders the same thing happen over and over again
Please help
