Nagpur University — About original documents

My Name is Praveen Kumar
I want to know whether any college of Nagpur university can forcefully withhold the documents of our previous courses due to non-payment of fees.
I am doing masters from a university in Nagpur.
The university had kept the marksheet of 10th 12th graduation with me for verification.
Now they are telling me that first you give all the fees of the master otherwise we will not give you the papers
I went to him to get my papers, he refused to give, now to whom should I complain to him.
