Nanasaheb Mahadik College Of Engg. Peth — receiving original documents held by college

Im completed my be in 2018, in nmce, peth.in last year. I cant submitted my scholarship form because my 2nd year's result was not available at college. So after passing be college demands to pay 57000 rs and they hold my orignal documents. According to govt. Gr college cant hold student orignal documents for any reason. So according to this gr i want my orignal document back.. Plz help me regarding above.
