National Board Of Examination — my hospital has blocked my stipend

I have done my dnb medicine from shija hospitals and research institute, imphal, manipur. I have completed my dnb on 27/3/2019. I have cleared all the dues before leaving the hospital.in april hospital has given stipened for the month of march to dnb trainees. But i got only half my stipened and hospital has blocked my remaining stipened. When i told to give my remaining stipened they are straight away refusing to release the stipend. Please help me. I m requesting nbe to take action.
