National Board Of Examination — Paid twice but haven't gotten a refund

I made a payment of 4250 through Paytm on 16/01/23 for the NEET MDS exam and my amount got deducted but payment stayed pending. When i contacted NBEMS, they told me to contact my bank and i was informed by my bank that the payment had cleared from their account and was confirmed by the merchant's bank.

On 19/01/23, i made another payment through my friend's Gpay account and this time my form was paid for successfully. Now it's been 5 days since my orginal payment was stuck and everytime i contact my bank, I'm told that NBEMS need to refund me my money but they don't respond to any complaints.

Kindly help me please. I had to borrow money from my friend to pay the second time and currently as my money is stuck, i don't even have enough money to buy food for myself.
