Neighbors — burning of dry leaves leading to respiratory problems

Neighbors around my house are burning dry leaves and branches everyday for reasons like disposal of garbage, heating water etc. This is making the air quality very toxic and we are getting burning throats, struggling to breathe and even getting a headache. We have tried talking to them but they stopped for 1 or 2 days before resuming the same again. Please look into this as soon as possible as living in this area has become a real struggle lately.
