Neighbors — noisy pet of neighbors

My neighbours are so noisy. They have a pet dog but they let it go outside at night.in sleeping hours it continuously barks. I talked to the woman of house but she said she cannot do anything. And man of the house is so abusive even after every 2 days we can hear noises. I am so afraid to talk to him. I don't live in a society but in neighborhood. I am so helpless. I can't sleep. After every 5 to 10 minutes.
