Neighbors — use of commercial machines in domestic property

My neighbors are using heavy machinery for commercial purpose in domestic property. Upon repeated complaints, they are asking me to complain to anyone, or any authority.
As marble stone has fallen due to continuous use of machinery, and this may lead to further weakening of walls & other build-up parts. A photo of the same has been attached.
Kindly help.
