Nexa — not starting newly bought ignis sigma

I bought ignis sigma last week but now car does not start i call the dealer and maneger so many time they told that batteey is not charged but nobody help me and no machenic viste my place they all tell that u bring the battery to market and charge battery urself
How i responsible for the problem its the duty of mechenic and dealer also so. Pls help
