NMMC — Leaking the water from Gutter and colony lamp is not working

From 2 Days, water leakage from the Gutter, as this sewage water is leaking from neighbours Gutter, it is very much concern for me that this sewage water leak from 2 to 3 times in a year. Inheling smell of water is concern for me like in this pandemic. We can't even go out due to this leakage problem. also the Nmmc lamp pole which is in colony is also not working, it is unable to ride a bike in colony for all people.
