NMMC — leaking the water from gutter

From 2 Days, water leakage from the Gutter, as this sewage water is leaking from neighbours Gutter, it is very much concern for me that this sewage water leak from 2 to 3 times in a year. Inheling smell of water is concern for me like in this pandemic. We can't even go out due to this leakage problem.
