Noida Authority — Fee charged for wrongful parking

My driver parked his car for a short while to take a leak in front of DLF Mall of India in Noida, sec 18. Once he came back, the car's wheels were locked and suddenly one small boy came and told that since the car is parked illegally, the car is locked and you have to pay fine. A plain clothes person came by and asked for Rs. 1000 as penalty. My driver was not sure of the authority of these plain clothes men and did not want to get into any fight with them and thus paid up.
It seems that this is unfair as some unknown local persons acting as self appointed law enforcers are using the name of Noida authority and on the look out for some "bakras" to fleece them on the pretext of wrongful parking. Appropriate UP govt. authority should check this menace.
