North Bihar Power Distribution Company [NBPDCL] — Regarding excess bill

In my premises, prepaid meter was installed on 9th March 2021, and last meter reading was 1388 units, for which the company issued me receiving. But now they have issued a bill telling that last meter reading was 1711 units. My old meter was uninstalled on 9th March only, but company is telling that it was uninstalled on 25th May 2022. Basically they means that my premises was having both meters and I have to pay charges for both. But the fact is that prepaid meter cannot be installed without submitting old meter.
