North Bihar Power Distribution Company [NBPDCL] — Voltage fluctuation and my smart meter registration.

My consumer number is[protected]. Trying to make online complaint of voltage fluctuation through official site but unable to do because section name is showing invalid even tho i am putting right section name i.e power house Begusarai. Voltage in our area has been fluctuating because earthing damage at transformer during road construction work.Due fluctuation there is electrical equipment damage.
New smart meter has been installed in my house four days ago but i am unable to register my phone number on application.
Kindly help me out with issues.
