Oceans Outsourcing — Visa not processed nor money returned

I have applied for the Canada job program with oceans outsourcing. prior to payment of money they call me regularly. Once the payment was made they asked for the certificate which I sent, but there seems to be no response from the company. They have taken 35000Rs in cash and additional 10, 000 for document work.
