Oriental Bank Of Commerce — to file chargeback against disputed transaction

I have paid 4962 rupees to nirwan hospital private limited on 27/04/2020 and transaction was unsuccessful but the amount has been deducted from my bank so i filed a chargeback by customer care but the request is rejected and now bank and customer care both are not helping me.
