Osmania University — convocation certificate not received

I applied for mba convocation certificate on 16th july 2018 in urgent mode and paid 900. And supposed to receive certificate in 15 business days, today is aug 19th and still i didn't receive and there is no communication from university for cause of delay i tried calling ou but no response. Receipt #mb[protected]
I need to apply for visa and i need certificate urgently.
