Osmania University — WES with transcripts not sent yet - It's been more than 2 months

This is to complain with a deepest pain, I had requested for WES with Transcripts by online service from Osmania university which is not processed yet. It’s more than 2 months that Osmania University has not sent my transcripts to WES for evaluation. Due to this our process of going abroad is on hold & delayed a lot.
I have followed up with Osmania University through email and phone calls. However, no response from the University to my phone calls & no proper response to my emails so far. I had tried multiple phone numbers from the website but, the telephone keeps ringing & no one picks up the call.
Such a third class service in this digital world where everything is happening online pretty easily.
