Pammi Travels — Taking too much of bus fare and for one seater there is two person and for double seater there is 4 people

I'm travelling to Ranchi from Remba More in Pammi Travels double decker bus (BR 25 PA 1295) in which we have to pay 400 each as bus fare which is 100 rupees extra than regular fare and also we have facing the biggest problem that is we asked to seat 2 people in a single seater sleeper and same 4 people in a double seater sleeper. I'm not understanding the mentality of the conductor and the owner of this company how can 4 people can go in a double seater sleeper for 6 hours long journey?
Is government or RTO or Traffic Police Department taking any action against these types of fraud?
