Panchvati Sweets — Selling food products on kacha bill and insist consumer not to take proper bill

Panchvati sweets is a fast food and sweet shop in market bhootnath, indira nagar, lucknow. Yesterday i went to buy some food for birthday party in my house. He gave me kachha bill of rs 680. I asked for proper bill for that he said it will be 200 rs extra. I said ok but give me proper bill. Later he gave me proper bill. I saw most of the customers are paying on kachha bill. The shop is in very prime location having sales of nearly 40 to 50 thousand per day. So the shop owner is not paying tax on income and involved in sale tax theft.
I request you to send some officials for inquiry and check his sales and amount of tax paid for last 5 years.
