Panind — asking to send documents multiple time

Not sure how stupid this people are, they asked me to send documents via courier 3 times, every time they rejected. Now again asked me 2 times to scan and send. Even after that they are keeping it on hold.

Whom to contact to raise this? When these people dont know how to do their work why are they working there? Do they think we dont have any other work apart sending them same old documents again and again?
