Panind — pan card application cancel and refund the amount

I have applied for pan card from pan ind. They charged me 499/- but i got to know that i can apply through nsdl at 110/-. I have requested them to cancel my application and refund my money, they told me to write a mail and i wrote an email to them for which they requested me to wait for 3 to 4 working days but even after waiting for more than 20 days they neither called me nor refunded me. Even if i call them they dont receive my calls
