PayU — Internet banking transaction done successfully however item are not received

I ordered vide PayU transaction ID YU[protected] and paid money through internet banking on 24 09 2022.

Till date[protected] the ordered items are not received by me.

When I took this issue with PayU, PayU provided me the Merchants Mail ID [protected]@gmail.com to get in touch with them. Accordingly, I sent several mails to the Merchant, however, there is not response till now from the Merchant.

PayU is just washing their hands stating that they connect both customer and merchant and it is the customer who has to get in touch with the Merchant. Since Merchant is not responding, PayU should intervene in this issue and get either refund of money or the ordered items.

In order to enable me to take this issue with the Ministry of Commerce, Finance Minister, Ministry of Finance and Prime Minister's Office, I require the full address of the Merchant including contact number. Albeit, I have email ID of Merchant from PayU, I did not get any response from them.

Apologies for the inconvenience. As checked, this is a successful transaction via PayU id - [protected] at our end and the amount for the same has been remitted to the merchant. For any concern regarding, delivery of the product/Payment receipt/Account Details/Cancellation/Refund, request you to contact the merchant directly on [protected]@gmail.com for further assistance with your query.

Please note, PayU is a payment aggregator who helps merchants and customers to do online transactions. It is a merchant who delivers the services and gives refund/replacement as per their policy in case of any issues. Since the said transactions are successfully processed, any refund/resolution will be provided by the merchant only. In case you do not receive support from the merchant, you may raise a dispute/chargeback against this transaction with your issuing bank.

Since money was transferred through netbanking, there is no provision available from Bank to raise a dispute/chargeback against the transaction. In view of this, please provide me the mobile number of the merchant. For the email provided by PauU, there is no response from the Merchant. Once again request PayU to provide merchant contact number to escalate the issue and to receive goods or refund. If we do not receive any response from PayU, the issue will be taken to Commerce Ministry, Finance Ministry, Prime Minister's Office, India and also to Consumer Court. How come PayU is not having Merchants contact details. If PayU is not having contact numbers then PayU is also involved in the fraudulant transactions in collison with the Merchants and PayU is not trustworthy, it seems.
